Hello Gesso, well, this is not an easy question but I will try to figure something out. From the Rulership book I get that:
Structural Eye afflictions and disorders are ruled by Aries and Sun
Left eye of a male = Moon
Right eye of a male = Sun
Eyesight is signified by Mercury and
general Defective eyesight is the Moon
So lets look at the chart.
You are Mars, strong in Scorpio and about to enter the 1st house.
I won't take the Moon as your co-significator because I want to use Moon for general defective eyesight.
Moon is in Leo and conjunct the South Node. Is it his left eye? it is a bit confusing as the Moon signifies left male eyes and Leo, ruled by the Sun could show his right eye. I tip on the left eye in this case. This conjunction shows how bad his eye is I suppose.
Your husband is Venus.
Normal eyesight is Mercury
I would then see if Mercury will apply to Venus with a good aspect.
There is unfortunately no aspect between them. Mercury passed the sextile to Venus and Moon cannot perform a translation of light between them either.
There is one lightpoint though, which is the Mutual Reception between them.

having the AC in the via combusta; is the chart no good?

I dont think so. Asc. is you and it probably shows how you are feeling which is lousy of course. Your husband seems to be more optimistic than you are with his placement in the 1st house (accidentally dignified) and in Jupiters rulership and term.
Venus and Jupiter are in Mutual Reception and as Jupiter is the superior benific, I see this as a good sign.

But moon in the 9th is usually unfortunate?

Who says??? never heard of that one.

Is my husband the 7th house(venus) and then i use his 6th house(and the 4th from there) as the success of the surgery?

Yes, I would look at it that way as well. His "end of the matter house", ruled by Mercury in the fortunate 11th house and in the rulership of Venus looks to me that he could get his norma eyesight (Mercury) back.
As it so happens, the 8th house of surgery is also ruled by Mercury and I think therefore that the surgery could be successful.
Oh yes,
the last aspect of the moon is a sextile with the Sun! It is hard to see from the Ephemeries if it still happens when the Sun is in Libra, but it most certainly will be very close and the orb of the Moon, outside sign is 12° so in any case this sextile will be valid. Nothing better than a favorable Moon-Sun aspect.
Moon is paralell to Aldebaran (which shows the Bull's left eye) It is one of the four royal stars. It can be favorable for domestic matters. Lets hope so!!
I looked at the Sabian Symbol for Venus. It says:
" an old owl perched high up in a tree" Keyword: hightened sight and seeing.
