Indeed - Libra wants to have many options at once and does not want to forgoe any in case they are better than the other.
Dont forget Libra is air so the mind is thinking up how each option can benefit and even the existance of other options.

Also I have found that Libra will ask others what they want to do or what they think they themseves should do.
But Libra may go off and do what it decides
A classic Libra trait (I read once in a Howard Saportas book) went like this. Someone makes a suggestion to Libra who says yes that is very nice and perfect but I have one small suggestion. Libra proceeds to give these small suggestions until the actual choice no longer resembles what the other person says.
Libra may prefer someone else to make the choice too to abdicate the responsibility which could get them into conflict.
