Makes sense that you say it's land related since 4th lord mars is in 9th. did your dad have unsettled debt with these bad people?
I'm not a vedic expert however I would suggest getting in touch with one they could look at the D12 in greater detail.

In front of the cops he (convict) confessed that the reason why he did this is that my father hasn't paid them their demanded money when the land was purchased. This is obvious that he is telling lie as we have valid papers and agreements which shows that the payment was complete.

The thing is that he is not specifying the reason...
