In mundane astrology, the most assigned sign for the European continent or the EU (European Union) is Taurus. But following the Parans chart, the ruler sign is in descendant (7th house) and you find the 4th house sign is what influences a certain geographical place, therefore Europe is Aquarian.
Yes, this makes lots of sense. Most of the EU is rather liberal and secular, which is what Aquarius is all about, an Aquarian country or society has huge attributes of reform and social change. Europeans are comparably more left-wing than the USA, oddly enough, Europeans view American politics as too "radical" or opposite what Europeans are traditionally for.
Two other signs have an effect on Europe in politics, society and culture: Pisces (the dominance of Christianity there for nearly 2,000 years) and Aries (the hypothetical "Aryan" or Indo-European ancestors arrived 5,000 years ago). Not sure Aries rules "Aryan" tribes, but Pisces' symbol is a fish, also the symbol of Christianity then persecuted by the Roman empire.
Europe became more Aquarian since the end of WWII (esp northern and western portions), 1970s (the less developed southern) and before 2000 (eastern after the fall of communism), to totally rejected totalitarian monarchy and fascism, and widely adopted social democracy and capitalism.
