Regulus in 7th house

I have regulus in my 7th house and I have read that regulus causes a surge of great things in life then a downfall. Since regulus is in my 7th house, what would this mean? Can things get better after the downfall with regulus?

If that was the case then EVERYONE of all 7 billion people currently living on our planet
who has Regulus
in ONE of the twelve houses, including 7th house
would experience great fame and/or notoriety
prior to their downfall
and
since that is clearly not the case
