Because there are 12 houses, which can be split into Northern and Southern hemispheres, divided by the horizon. Thus the 1st house is opposite 7th, 2nd is opposite 8th, etc. These are one axis, and a sign on the cusp of a house will have its opposite sign on the cusp of the opposing house. The exact sign or degree on the cusp of the a cusp will vary depending on house system but the opposite house will always have the opposite sign + degree on its cusp.
