What is the source of this phrase?

"Astra inclinant, sed non obligant"

I think it was a Christian bigwig, my brain won't remember though.

"The stars incline they do not determine"... fwiw IMO 'twas Ptolemy the mathematician and astronomer who opined that!

Although he had an interest in astrology and wrote a book re-working ancient ideas, there is no evidence Ptolemy himself ever created a natal chart and certainly he left NO trace of ANY natal chart examples in any of the voluminous books he wrote
. That is in marked contrast with near contemporary Vettius Valens who provides us with well over a hundred examples of natal charts in his Anthologies
