On a mundane level, sure. And on a microcosmic level. Look at what just happened here in this forum:

There was an especially nasty trolling incident in the week between Christmas and New Year's. Moderators shut it down, but the posts stayed up for about a day because no moderator was online. Meanwhile, our forum owner has disappeared, certain functions aren't working, and there apparently has been some drama going on between some members. Small stuff in the grand scheme of things, but we've still got some Jupiter/Uranus/Pluto here.

Next thing you know, the suggestion of adding moderators gets raised. And guess which new moderator has a natal Uranus/Jupiter opposition that is currently being transited by Uranus and Jupiter in opposition to their own natal positions?
