Spica in Houses

For a star to influence (according to most historical authorities) it must either conjunct or parallel a planet (or Part) or it must be in longitude or parallel with the cusp (or sensitive degree) of a house.
In your specific question, if Spica is conjunct the cusp (sensitive degree) of your 5th house (within about 2 degrees of orb), it means quite strong benefic influences regarding all 5th house matters in your life.
These positive Spica influences, however, would be modified by:
-the sign of the 5th house
-planets in that sign in the 5th house
-any aspects to any planets in the 5th house
These additional influences would have to be blended with the positive Spica influences, in coming to a "net evaluation" of the areas of life affinitive to the natal 5th house.

Well, if Regulus is in conjunction with the IC/cusp of your 4th house, then Regulus would have an important effect on 4th house matters (areas of life) as a major stellar influence, for the reasons I have given in my original response to your first post.

Is it correct that spics is 23'50" libra? why then is the information I've found on the net linking it to Virgo?

It is Regulus that enters the sign Virgo in 2012 AD. It entered the sign Leo in 156 BC as stated on this comprehensive webpage http://www.constellationsofwords.com/stars/Regulus.html

Spica and Regulus are fixed stars. Perhaps you are unaware that the sidereal zodiac is linked to the fixed stars. Wikipedia has this to say on the subject:

nope only if a planet is within 1 deg /asce/MH/IC/Desc of a conjunction with spica

Spica's located in the Virgo constellation, which is the same thing as the sign Libra in tropical astrology. It's right at the end of Libra, at about 23 degrees.

Venus from 15 libra to 15 scorpio debiliates venus and other planets greatly more so for Moon and much less Mars in Scorpio and more so in Libra

when a planet hits 23, 24, 25 Libra sooo literally spica somewhat rescues a planet for debility

Whew, that's a relief.
I didn't know about the debility of Venus in those degrees of Libra...thought she was Libra's ruler.

Venus does rule Libra as well as Taurus.

This is the first I've ever heard about any debilitated Libra-Scorpio degrees, too. Not saying it isn't possible I've just never heard of it till now. I don't know that I necessarily buy that it means doom though because how many people have planets that are in detriment, fall, combust etc and still do just fine in the life areas related to those planets. At the end of the day it's what you do with that chart not whether things are in certain signs, degrees or make certain aspects. It's all up to you.

The reference is to planets being Via Combusta, in the Fiery Road or "Burned Path", which consideration goes back to Greco/Roman times (but is not found in Vedic astrology, nor in Modernist astrology) The Via Combusta (15 Libra to 15 Scorpio) doctrine indicates a debilitation for planets posited therein, excepting for Saturn and Mars (most of the ancients exempted these planets from debilitation due to the exaltation of Saturn, the terms of Saturn and Mars, and the rulership of Mars-in the Scorpio part of the road) Moon, Venus, Jupiter, Mercury and Sun, were (are) considered most especially detrimented when "in the Road".

My own opinion is that there is some degree of validity to this ancient doctrine, but that these detrimental Via Comusta influences are more pertinent to elections, event, horary and mundane delineations, than to natal, although I do believe planets progressing or transiting through the "Fiery Road" can be somewhat modified in their progressed/transit influences upon the native.
