A little help with my rising sign?

Having a little trouble. I've done my rising sign test on astro.com, and it came out to be a Scorpio at 4'00. However, I took another test, and it turned out to be Libra at 29'. I'm really confused! Maybe because I was born during daylight savings time at 12:14 pm. My mother says that I look more like a Libra rising than a Scorpio. Can anyone please tell me which one I favor by looking at my picture? Thank you so much!

If time of birth could be accurately predicted by birthtime, no one would ever be in doubt about his/her rising sign. The two results are suspiciously close, so I think you have made a mistake.

Imput your place of birth, time of birth and date of birth. This should immediately settle it for you. This site is incredibly accurate about DST.

The only reason I'm asking this is that I checked out Linda Goodman's book that gave me rising sign tables in Relationship Signs, and it was at 29'15 in Libra. And I don't feel like a Scorpio Rising at all (I'm not dark, mysterious, intimidating or any of those typical traits). That's the reason why I was confused.

If you've already done all the right things, then you won't get two different rising signs or ACs. If you put in the right birth time, you will always get the right answer. If you don't like the answer, then you have to consider that the time you are using is wrong. Did you get the time from a birth certificate?

Nah, I don't have a certificate...I asked my parents the time of my birth. My mother said that my birth time was not on my birth certificate and she had to remember it herself. I'm not completely sure if this is the exact birth time, because my brother, sister and I were all born around the same time, according to her. I think I will have to look it up. But the last decan of Libra rising describes me perfectly.

If you can possibly find a birth certificate, you would be wise to wait until you get confirmation. IF you have a confirmed birth time, THEN I would consider moving the AC back a bit if it falls very close to the cusp.
 
Mother's are notoriously wrong, no-one is born on the o'clock, half past, quarter to. Everyone rounds things up, but unfortunately that doesn't help. We have great search feature here, bit like google and there has been plenty of discussions on rectifying charts, ascendants, appearances etc...
 
Solar arcs are really simple, especially for beginners, just move the Angles, Asc, Desc, MC, IC 1' for each year of your life onto planets and vice versa. Not just used for rectification either. Under age 12 though these interpretations are directed towards family changes, maybe relocation, job changes, illnesses, additions to family etc. Another example is my Pluto is 28' Leo in 7th house and my Uranus is 3' Leo in same house to subtract these and you get age 25. That year my then husband and I had an almighty explosion (Uranus) and transformation (Pluto) of that marriage that started the demise and ultimate ending thereof....

She swears she is certain. The reason she says that she remembers is because I was born on August 14th and it coincided with 12:14; that's why she remembered mine so easily.
