Sun in Libra?

In Astrology dictionary, Sun in Libra is Fall - poorly placed.

Usually the Sun is too bright when shining, so it's difficult to even see it.
But when it is covered with the clouds, it gets dark and grey, and it is depressing.

Sun in Libra would be balanced Sun, which would be good. But Fall?

Is it just because Libra is opposite of its Exaltation sign - Aries?
Maybe other reasons?

When planets are in the signs opposite their exaltation they are in their fall or depression. It sounds bad but house position and sect also have a lot to do with the strength or effectiveness of a planet. In a day chart the Sun is in its own sect and if in an angular house it is stronger still. Astrologers like William Lilly had a point system to tell just how effective a planet might be.

Sun would be the central point of command, where we say "I'm here", where we focus and command ourselves.

Libra is the sign of harmonizing, of delivering ourselves in the joy of a good companion. Libra doesn't want to decide, doesn't want to rule.
A common bad trait that is usually pointed to many Libra Sun people is being too much devoted to others; caring too much for others opinions, views, minds - and lacking a fixed own position.

This sort of thing would be of nature of Sun-Libra, but of course it could have very different variables according to the chart; also, it could manifest as a beautiful and sublime devotion and altruism in a person that handles it well; or as a constant gossiper that can't forget the others...
Sun in Aries is the exaltation exactly for the opposite, the conscience of the person shines with the force of Mars; the bad side? A too fiery conscience that acts without thinking and often by it's own ego, that also can become a strong and generous will if the energy is well handled.
