Popularity and the Generational Planets

I was wondering, would a positive aspect between a personal planet (I was thinking venus) that forms aspects with either ura, nep or pluto would make a person more popular than normal?

I was thinking this because I was looking at someone's chart and saw their venus would have aspected everyone's neptune and pluto of their generation. This person what I remember of them was quite popular.

I know the standard test would maybe see if they had libra conj asc, highly aspected venus, venus conj AC/DC, moon in 10th or Aqu. Just wondering if the above might have just as much impact.
