Two interpretation dilemmas, please help!

1) I knew that a house falls into a sign when the cusp begins at more than 3 degrees of the sign? Is it so or not? To which signs belongs the 3th and the 9th here?

2) I find difficult to give an interpretation to "the essence of my chart": Jupiter as cutting planet in 4th, (plus aspects)...talking about a Locomotive Pattern chart. What is the direction of my locomotive? Can anyone give a try?

equal house, which though I like whole sign, the equal house makes the MOST sense and the asc. degree seems particularly important (if you are a 29 degree cancer rising for instance and saturn enters cancer, is it really affecting your first house without it activating the asc.?)...in any case equal puts your jupiter in the 5th and basically wherever a new house starts is the cusp of that sign. Equal for me is interesting because in SIDEREAL my planets are in different houses (compared to tropical) using placidus and whole house but using equal, they are all in the same houses.

I don't know what a locomotive pattern is.

I understand your option but mine is different. I think this system with unequal houses allows a higher degree of individualization while the equal houses system seems to favor generalization to a greater extent by default...so I prefer to not opt for the second. However I'm not the person who changes the system just to skip a dilemma I'd rather prefer to find a proper answer to any dilemma...
I hope to find here the help I need to see through this. Of course I'll try by myself but a bit of help is priceless especially for a newborn...
