Bill problems!

As advised by a Forum member Miguar, I will post a horary question about our situation: Dad received red envelope bill, which expires tomorrow. He has to pay it until then. Otherwise, we could have serious problems like loosing our house. Will the bill be paid? Will the people in charged for those things agree that he pays something, then in rates?
