Yes, that time is known as Local Apparent Time (also known as sundial time) Supposedly the chart programs like astro.com adjust for this, but experiments with this have convinced me that the computer programs do NOT adjust for LAT, but use "official" time, convert it to local standard time and then to universal time, in erecting the charts: google "daily sun data" and you will see the difference between Sun Time and "official" (local standard or local mean time, as given as "clock time") for any given day of the year.
{NOTE: this is a HIGHLY controversial issue, the vast majority of practitioners arguing either that the computer programs already adjust for Sun TIme (which I say they do not) OR arguing that the Sun Time doesn't "count", only the official civil time (converted to lst/lmt and then to ut) counts-I myself dispute this contention as well: however I do not want to derail this thread in the direction of pro vs con regarding Sun Time, so I will not comment or respond to the Sun Time issue any further, on this thread.}
