Well it is very interesting that the first time you asked this question you were signfied by Scorpio rising, and thus Mars. Here, again, we see you are signfied by Scorpio rising and Mars. This time, however, Mars is direct instead of retrograde.
Moon in the old chart was in Aries, and here we see that the Moon just barely left Aries.
I think this chart is showing there has been some change in your thinking and direction regarding the matter.
I think there is a possibility that you can move but, it will be difficult to do it in a year. Venus would signify where you want to go as it rules the 7th. You are signified by Mars. They will eventually meet by square aspect but, neither planet is very strong.
The Moon is also about to trine Mars. The Moon, as well as Mercury, Jupiter and the Sun which are in the 7th are all in fixed signs as is the ASC/DESC itself.
The Moon is trying to get to Mercury, on the 7th in mutual reception with Venus but, before she can do that, she trines Mars which could prevent you from moving. Mars may indicate some legal issue, immigration issue or some such thing as it is in the 9th and rules the ASC and 5th.
I think a year is a bit too soon for a move to be really possible as I read this chart.
