I use the Part of Truth and Falsity for this question, and see its relationship with:
-the Sun (symbolic of Truth)
-and the quesited (other person) significator
So:
-other person ("he") = 7th house = Gemini = Mercury significator
-Part of Truth and Falsity (asc+Moon-Mercury)-"PTF" = 14Libra16
-PTF near partile degree-square to Sun = + testimony for lying
-PTF platic (by sign) square to Mercury = ditto
Result: yes, you are being lied to...
