The solar return chart taken by itself is a portrait of the year to come for the native. Some astrologers feel it describes the interval 6 months before and after one's birthday. It is also useful to look at the SR chart in relation to the natal chart from a transiting planetary viewpoint.
You make a good observation that Moon-Neptune is an important theme, since not only does SR Moon conjoin SR Neptune, setting the stage for the current solar return period, but also, SR Moon connects directly to the natal chart by squaring your natal Neptune. So they both count; you consider both.
