The 8th House rules the genitalia and reproductive organs, but not sex in the same way the 2nd House rules the Voice and Vocal Chords, but not communication.
The 8th House as sex is a modern astrology thing that has no basis in fact and despite attempts by modern astrologers to crowbar sex into the 8th House, they haven't been able to show any research to support their claims.

The 5th House is all matters related to procreation, that is children, childbirth, pregnancy, sex, love, romance and affairs.

Not necessarily. The 12th House does govern crime, but specific crimes are governed by certain houses, for example murder the 8th House, and rape/kidnap the 5th House.

I think you might make an argument that the 8th House represents sexual deviation, but that has only been seen in natal charts with the presence of certain planets in the 8th House in aspects with certain other planets.
The only problem with that is sexual norms vary over time.
Rape was permissible so long as the man married the woman. Later it was only rape if it was someone within your own social class (so a member of the nobility could rape commoners at will). Homosexuality and sex with prepubescent children was acceptable in Greek society (right before it collapsed) and also later in Roman society (right before it collapsed).
As far as horary is concerned, all questions related to sex should be confined to the 5th House if you want an accurate reading.
It's sex where two people combine their energies and become "one". Sharing everything, sharing the feeling, feeling the connection.
