At first glance, that might appear so. Let's take a deeper look, together.
Although the 7th House of Partnerships has Jupiter in it, and Jupiter is the planet of good luck, Jupiter here is in the sign of Capricorn, which means he is depressed. So that is not nearly as good as it looks. Jupiter was transiting through Capricorn all of last year, so if no big oppurtunity's arrived and slapped you in the face (or kissed), then that stinks. Last year a long term friend or partner could have been discovered, especially earlier in the year, when Jupiter was opposite your Ascendant.
Yes, the North Node is in the 7th. The Nodes are Karmic. They represent what we must do in order to fullfill the Soul's longing. Yes, this person needs a relationship, and to establish themselves in their career at the same time. That doesn't mean its automatically going to happen or anything like that, because we must break away from the South Node and our soul's habits that have been carried with us from past lives, or something like that. This is easier if planets are on the NN, because they pull the future forward, in a sense. The ruler of the South Node, and its aspects must also be considered.
The South Node being in the 1st points to the fact that the native is too attached to their negative emotions and habits, especially reacting to things, and feeling insecure. Abrubtly stated, this results in a loss of sanity and a disconnectioning from a happy world. So, the key to relationships for this person, at this levels, is mastering the critical thoughts and feelings that arrise at any given moment. Which, admittedly, is quite a task. Their source must be uprooted.
Here's the deepest part now. The ruler of the 7th, is Saturn. And Saturn is found in the 12th house, of hidden enemies and self undoing. Thus, she attracts loner types because this is how she understand relationships. She attracts men who are very witty and can talk the talk but not walk the walk; for beneath the surface (Gemini) they have psychological problems and have been in hospitals, counselling and even jail (12th). Plus, Gemini is the detriment of Jupiter, so she is very upset about having to pull these guys out of their sorrows. Is that even possible?
In a past life, maybe it was you who was imprisoned somehow, and now these people are recalling your memory of those times. Thus, how you treat them is how you treat yourself. And since time and space are actually vertical (instead of horozontal) to spiritual beings, when you forgive and love these people more than you accuse and hate them, you are doing your duty as a spiritual being in the 3rd dimension. And the past is erased by your Higher Self Who Is in the 6th density. One step closer to home! At 7th density/dimension, the souls' entire existance is seen as just a instant. Which is why the moment is so cruicial to spiritual well being, right
now.
Also, since the ruler of Saturn here is Mercury, and Mercury also disposits the Moon in Virgo, which rules the chart -- the emotional attachment to these people is very deep, karmic and a life task. It is likely she would find her lover at a hospital or AA, or some place.
Finally, in her chart Mercury is in it's detriment, in the house of illness, conjunct Neptune, planet of spirituality, illusion and drugs. So, she has a hard time relating to people, although she doesn't realize the extent to which this is true, because of the 12th house Saturn constantly denying awareness. Mental grounding is needed. Mercury and Neptune together in Sagittarius means you are more able to astral travel than have a traditional conversation. Meditation and channeling would be excellent recommendations for you. The 6th house is very aware of duty, so you must use your Mercury and Neptune with purpose.
I suggest you write yourself letters constantly -- as an excerise of the mind. And then I want you to actually burn them to ashes if they are not disirable. This is because Sagittarius is a Fire Sign.

Venus is conjunct Pluto and Mars is conjunct Uranus, in Libra, an active, Cardinal, and Social, air sign. There is a square to Jupiter involved. The sensual pleasures are in overdrive, and since Taurus (we look to Taurus because he also is the Sign of Venus) rules your 11th, you party with friends constantly and they are your source of undoing, although you think that going to excesses is fun. You are misusing Venus and Jupiter. The amount of energy is incredibly high, and without a proper channel, it is likely she is a bit corpulant. Dispite everything that has already been discussed previously, overload and overkill in the social realm is her theme, because Venus and Mars are basically Hayz and rule her chart and Mars and Venus are personal planets. And until she gains control of her personal excesses which lead to ill health, all of what was written in the previous paragraphs will be hard to touch upon, because they are outside the sphere of Venus and Mars, a level deeper in the psyche and spirit.
Aspect patterns are important as well. She has a "bucket chart," with the "handle of the bucket" being the ruler of the 7th house. Saturn is in Gemini in the 12th. This could be the biggest factor in your difficulties in attracting these loners, because aspect patterns represent patterns in life.
Chiron on the MC means that assume a position of suffering in life, and bring about healing everywhere you go, inspiring people to be better themselves. This is obvious when you say "I am a lonely Scorpio." Chiron is the wounded healer, so realize how your lonlieness is bringing about your fullfillment in some way.
