There has been a longstanding on-and-off septile between Pluto and Neptune during the past decades, which has been linked to some of the more deadly forms of religious extremism; or to near-religious movements like the Nazis. Such groups tend to be on the rise during close periods of the septile. Right now I think it is close enough to be in orb. Whether or not the shooting was religiously motivated, clearly the soliders were deploying to combat religious extremists.

Uranus sesqui-square Mars indicates a build-up of aggression and tension.

In terms of timing, the transiting moon can be a trigger point. It made an exact square with Uranus at the time of the shooting.
Good analysis Waybread. Ceres in Scorpio was also opposed to Hasan's natal Ceres in Taurus. There are still mysterious circumstances around the tragic event that will come to light in the days and weeks ahead as more emerges about how all this came to be.
