He said that he's a family friend and quoted her birth certificate via her mother....

Yes, magazines misquote people but they got Taurus right, so it's not that unlikely that Leo Rising is also right.
Furthermore it's right under the sentence where Megan Fox talks about the Rising...

I thought it myself that she has Scorpio rising but actually she had cosmetic surgery.On older pictures she looked a bit different.
So I don't think that we can rely only on that speculation.

The solar terms give the lunar calendar...

That's okay for a calendar but for horoscopes like the 4 pillars in this case it's imbalance
because the rule is that if a leap month occur the same month sign just recur.So...

How should it work if the month pillar is calculated using the chinese lunar calendar?
