Calculating a relocated chart

Someone is claiming that some adjust the time and others don't and it is matter of the astrologer's prefrence when I pointed out a mistake in not adjusting for the time zone in the new location. So, since I've never heard of not adjusting the time zone, which will put the Moon in the same degree and minute as the place of birth, my question is, are there real astrologers that have found that a non adjusted reloacted chart works or is this guy just trying to cover his butt?
