I have had several dreams of neon blue and sterling silver. I have read that the color blue is spiritual and that silver is also a spiritual connection to the universe. In one dream I saw a giant neon blue skeleton of a globe sitting right beside the ocean and there was no divider in between.. There was nothing preventing the water from flooding over...it was cool but eerie. I have also had many dreams of wearing sterling silver jewelery. Any thoughts?

What a great dream! For what it's worth, here's my take on YOUR inner symbology. ;)
First of all deep shades of "neon" blue are the color or rather the frequency of the Age of Aquarius and this is why different deep electric shades of blue ("Indigo" and the Brow Chakra etc) are now everywhere. Notice all the spiritual, channeled, ET, Starseeds bookcover art - they're mostly in these deep blue shades going back to the books from the mind 1990s even.

To me this is possibly indicating the current and ongoing ascension process (of humanity and earth) and it's transition from a dense solid state to a higher vibrating one.
Now this may be more from me than you but I see your symology of - "...there was nothing preventing the water from flooding over..." is VERY much where the majority of humanity is now; on the cusp between the ending Piscean Age (the water all over) and the beginning of the Aquarian Age (the neon blue skeleton of a globe). We're living these lives on that mega important cusp!
Silver usually represents the Feminine/Goddess consciousness etc etc. There's more but I think you get where I'm going with this. It's a wonderful dream that probably is indicating multiple levels within yourself and also the external reality/world/ascension process also.
