LG: I would look for aspects involving neptune firstly (but thats from a modern astrological perspective).. Malefic Planets in bad aspect in the house of the significator, especially those that involve mercury or house 3...As jupiter and Saturn are both associated with integrity or ethical issues one would expect to see these planets poorly (or strongly) aspected too.
The planet ruling the *quesited* will show the state of being of the quesited. When people act in integrity they are strong and *dignified* and their ruling planet should describe that.
Say Jupiter ruled the quesited but jupiter was retrograde or square mars or mercury, jupiter would be weakened...No single aspect can describe dishonesty or deception.And dishonesty/deception isnt always carried out in a verbal way- we would look to mercury there- but if actions were deceiving us mars would be involved.

When people lie to us they act outside their highest dignity. When we *receive* a lie we are also out of our highest dignity, so two debilitated planets could show deception.
If the Lord of one significator beholds the Lord of anothers significator in a dignified fashion (astrologically speaking) a lie has not been told, but if the connection is by square opposition (even inconjunct in some cases, IMO),and the planets are weak by sign and/0r position, then a lie is certainly possible.
When I see moon square or opposite neptune in a horary I consider the querent may be deceiving his/her self....I'm sure a lot more can be said on this topic.

Herein vary your rules according to the Question..

Ill Rumours hold true, if the Angles of the 4th and 10th house be fixed, and the Moon received in them; I say, they will be in some sort verified: If you heare evill newes or bad reports, or have unlucky intelligence, yet if either of the Fortunes be in the Ascendant, or the Moon Unfortunate, it’s a strong argument the Rumours are false, and that they will turne rather to good than evil: The Retrogradation of Mercury, or he any other way afflicted, or of that Planet to whom the Moon applies, or to whom Mercury applies, and above all, if either of those two be Lords of the Ascendant, doe signifie the ill Rumours shall vanish to nothing, and shall be converted to good; if the Lord of the Ascendant be under the Sun Beames or Combust, the matter is kept secret, and few shall ever know the truth of Hope that helps...
