"Yes" answer signifies applaying aspect between rulers which question is about. If there are no aplaying aspect between rulers than look for aplaying aspect between Moon, which signifies in that case quarent, and ruler of house which is question about. If rulers are strong in sign and well positioned (in angular house) and applaying aspect is sextile or trine, than it is for sure "yes". But if rulers are week although we have "nice" aspect it will not be "yes". "Yes" answer we may get even if rulers are in square or oposition if the rulers are strong in sign and in mutual reception, but it will be with some dificalties and delay.

Thanks for your reply, Goca. I'd like to know, though, should we consider all significators, modern and traditional or just the traditional? For example, what if the house involved is ruled by Scoprio: If Mars is weak but Pluto is strong, what do these placements tell us, yes or no?

Main rulers can not be modern planets, but Pl, Ur, Ne can be collector of light, or can prohibit main rulers. Modern rulers you can use only if that modern planet best describe the question is about. For example if your question is about compuer and you get Aqu on the cusp of the house which describe your question, than Ur best suite computer that Sa, and in that case you use Ur as ruler.
