Commenting on the "orb" part of the question.......
I read an astrologer's column on the web that said that the effect of a semisextile was pretty potent - when exact. I have watched for the last several months to see if this plays out - and I've found it to be pretty on the mark.
Personally, I wouldn't give a semisextile any notice at all, unless it was within a 2* orb, and then just a passing glance, unless something really stuck out about it. However, I would give it alot of attention if it as an exact semisextile by degree - to the minute packs even more punch.
I mostly use them in event charts, and the significance I get of multiple ones is a sense of "take notice-all these things have something in common - and they go together somehow". However, I usually only count the ones that are of the same degree , or within about 60 minutes in different degrees. (For example: 28' 50'' Leo and 29' 15'' Virgo). I would assume they would work out similiarly in natals - can't comment on horary.
