I understand the 4th house rules the end of the matter of the question asked, how things will turn out.

If the planet ruling the 4th house is detrimented, then the matter will have some problems.

What happens if the 4th house (end of the matter) ruler is in the 4th house?

Also, if the 4th house ruler is in the 4th house and opposite the mid heaven, is this bad, and why?

Why should there be such strict rules instead of trying to make sense of what the chart says on the question. I suppose the correct answer is the appropriate astrological judgment in the given situation.
I would recommend getting out of the yes/no pattern of answering horary inquiries and trying to make sense of the chart, trying to recognize ideas and situations in the chart. Sure thing when the querent asks a question 5 words long you can't offer them a story. Instead, try to get them to tell you the story and then you will be well able to offer back a 5 words detailed answer, not only a single worded one: yes/no. I don't know if you get my point.

Many thanks Radu, yes I do get it, I think my fogginess there just cleared. I just also spotted something else in the chart in question which answers this question in more than one word, and explains how this will happen.
