Can anyone tell me what it means when the Moon is in fall in a horary chart?

A fall by itself means very little (im not saying its pointless, just alone it has no specific interpretation), it is just a debility. You need to measure and see if the Moon is Accidentally Fortified or Debilitated as well to determine its actual strength. The Moon usually represents the Querent. The more debilitated a Planet is, the more held back the outcome is because of the will of the Querent.
Ivy Jacobson Goldstein said, that the moon in its fall will often show someone who does something that calls for an apology in the chart, or it could be they tend to habitually say "I'm sorry" without need.
