How could a questions be answered based on the time of asking the questions? How do interpreters decide which house and which planet mean which parts of the answer to the question? What if the person asks a question, gets the answer then ask it again a few hours later, won't the chart be different? Won't that affect the answer? And how could be the time of asking the question be more influentional than the charts of the people concerned?
And...I don't even know where to begin to learn horary astrology. The horary section in this website only interprets a few charts. Based on what?
