That's its stated goal. They've been making a lot of moves and have increasingly attracted business investment to the country, significantly cut down on red tape (it's now easier to start a business in Rwanda than even the U.S.) and corruption, and the country has one of the world's highest economic growth rates.

I constructed a natal chart for the Third Republic of Rwanda, for the birthdate of January 1, 2002. I would've used Rwanda's independence date (July 1, 1962, from Belgium), but Rwanda has had two more republics -- in 1965 and 2002 -- since that time. January 1, 2002 is when Rwandan President Paul Kagame declared Rwanda's third republic. Since I've seen several French natal charts on Astrodienst with their Fifth Republic start date used as the country's current chart, I've done the same for Rwanda. Unfortunately, I couldn't find an exact announcement time for Rwanda's Third Republic, so I set it at 12:00 noon local time.
The Third Republic start gives Rwanda a Capricorn Sun Sign, Aries Ascendant, and a Leo Moon. It has a combination of Earth & Fire signs. The key houses are the 10th house (House of Social Status), 9th house (House of Philosophy) and the 4th house (House of Home & Family):

It seems to me that the Rwanda's 3rd Republic natal chart states that the country is ambitious (Capricorn Sun Sign in 10th house). It will use its heritage and nationalism as a way to develop itself (its 4th house with Moon and Cancer). It will be a pioneer in a changed philosophy in its East Africa region (Pluto in the 9th house), or perhaps beyond. It will work with a lot with other countries to achieve its objectives (Venus in the 9th house). Rwanda seeks to be the information technology hub of East Africa, and its Mercury in the 10th house suggests that may actually happen.
That Mars in the 12th house seems problematic though, as it relates to repressed anger. Not good for a country that went through a huge genocide back in 1994. Perhaps it's related to still-unresolved ethnic conflict bubbling just under the surface? Although Kagame has tried to get Rwandans focused more on improving the country than their ethnicity.
Also, is it fair to say that the Jupiter retrograde in the 4th house means that Rwanda will face deep economic troubles in the future? In the past decade (i.e., since its Third Republic was declared), its economic growth rate has averaged 8.4%.
I'm still new to interpreting charts. Still learning, so I apologize if I've flubbed anything! What do you see in Rwanda's 3rd Republic future?
