do 27 degree make difference !!

i have mercury in Scorpio 27.10
and Saturn Scorpio 27.51

in these planet i feel i act more to saggi than scorp
do degree make the difference ?
what about 1.11 mars in Libra ?

I believe that you might feel that way about Mercury and Saturn, because the monomoiria (degree ruler) of the 27th degree is Jupiter-ruler also of Sagittarius! So there is a hidden Jupiterian influence on these planets, even though they are also modified by their Scorpio placement as well.
NOTE: almost NO ONE uses the ancient planetary monomoiria in delineation or predictive work today-but I have found them to often provide very useful insights...
