Bad time-24 hours befr +aftr New Moon ?

Ivy says that since the moon is co-ruler of the questioner that one should wait 24 hours after (and before ?) the New Moon so as to avoid the SUN being conjunct the significator (moon) and thus burning the person up. This is for elections and horary. Does Lily agree with this ? What has anyone heard on this ? Also, does this apply to both 24 hours before AND 24 hours after the new moon time ?
