I suppose such a document would be the 3rd house ruler (a visa is a contract between you and the country), so it's Saturn, Saturn will have to change signs and Jupiter will have to retrograde in order to "meet" in the opposition, so expect more difficulties and delays. Moon is also VOC, so I don't think that it's happening this time around.

Well, I'd consider any kinds of contracts between any parties a matter of 3rd house, and since you are already living abroad and the thing you need is a paper, I'd still use the 3rd house.

The 9th house is important since it is a matter of foreign affairs and all that. Mars rules the 4th house of home and Mars is in the 9th, so I'd think it shows how your place is ruled by a foreign entity. The sextile between Mars and Sun-Mercury after the square to Jupiter, hmm, it does show some movement departing from you towards Mars, perhaps it gives a bit of hope, but the VOC Moon in aqua doesn't seem to me very fruitful. I wouldn't raise a lot of hopes based on this chart.

just to note... equal house systems have proven to be very accurate and id say your ruler to the 3rd house of legal papers saturn will trine exact on the 17th of august... perhaps then

Interesting that in the reference chart the Moon-in the 3rd whole sign house of documents-is in a pitted degree (and blocked)
3rd house also under Aquarius = Saturn, so the Magic 8 Ball would have given a no answer at least relative to the documents at that time...
Also interesting that Neptune-indicator (in Modern astrology) of hidden and mysterious things, of unknown "underground" or hidden currents, is also posited in the whole sign 3rd house, in partile conjunction with the Moon, and also both in the same pitted degree-wonder if this indicated the shady lawyer? And, it it did, note that although the lawyer made off with the money he did not harm the document obtaining process-just delayed it, which might be showing how being in a pitted degree blocks from harm, but brings in delay (consistent with forward progress being blocked when you fall into a pit along the road)

Because his significator is in a pitted degree I don't think he hurt anything (except for taking your money), but not with the process: if you have any questions about the process you should contact (or have your new lawyer contact) the authorities involved; then, if you don't get a clear indication from them of how the process is going, then ask a horary about it.
