I have a horary question:

"Did my mother have a relationship with X?" (or does she at the present have a relationship/contact with X?)

I think she had a relationship with X.

MC is in Scoprio, so your mother is signified by Mars. He is ruled by the turned 7th, i.e. the radix IC, so his significator is Venus. Venus has just separated from Mars showing that there may in fact have been a relationship in th near past.

Sorry, coming from the more traditional type of horary, is this a question you really need to know? To put it bluntly, why are you asking about your mother's relationships? How does it pertain to you; do you have some direct link with X?

Horary can certainly answer almost any question it is asked, but we need to question our charts and discern whether certain questions ought to be asked, and certainly whether they should be answered. There is no code of ethics, except those we keep for ourselves.

Just wondering...

I think that there should be some "code": don't mess around in other people's lives.
And if you're really really curious, you could take a look in someone's birth chart or ask a horary question,
but don't misuse this information.

Let's assume I did ask this horary question from a concern about my mother.

Since the aspect is separating, I think that they are generally not in touch. But with Mercury, the natural significator of communication, is in Rx motion (on the mid point between the significators, mind you), it's likely that they may have talked are or in touch at the moment. But if they are in fact intouch, it's sort of a one or two time thing. It's not their plan to stay in touch after the break up.
