I got the ASC at Capricorn 17:20 (using Tel Aviv as the city where the question was asked. Is that correct?)

You are signified by Saturn at Leo 9:55 in the 7th house. Since this is an open enemy question (even though the enemy is unkown), a person spreading rumours would be signified by the ruler of the 7th house. That's the Moon at 12:32 in the turned 1st house (the radix 7th).

Well, I tried reading the chart as if the questionw were;

For the ex, the significator is Mercury, the ruler of the 5th house. Mercury seems to be applying to Saturn, which should give a yes answer. However, the conjunction between Mercury and Saturn will be frustrated by the Moon before it comes close to perfection. That's a no. Mercury changing signs is an indication that that ex is getting over a stage in his life, which could be his problems with you.

What's interesting is that the frustration is by the Moon, the significator of your unidentified enemy. The Moon also receives the significator of the ex by sign and face. That woman you're thinking may be the one spreading the rumours, does she by any chance like your ex or was jealous of your relationship with him for any reason?

Anyway, the answer is I don't know. We only know that she likes him and interested in her own benefit. Also keep in mind that the rival being a woman who likes your ex is only one of the possibilities.

You're putting too much weight on the position of Mercury as an ex's significator in this chart. The horary was about rumours and problems with an unknown person whom we have established is not your ex.

If you're so interested in how your ex feels about you at the moment, you'd better make that a new, separate horary.
