Which house rules the exam?

I would like to know which house rules Exams. I asked the question "will I pass the Exam on the 2nd attempt?" so I would like to know which house would rule this question.

I read somewhere that that is the matter of 3 house.

I would use the 5th house for contests and competitions, keeping an eye on the 9th house of higher education and 10th house of superiors (the grade).
