how do you read an event chart? like a horary? or natal??
is it static like a natal? or does it shift like a horary?

anybody know?

I'd be interested to know more about this, too. Also, are transits to an event chart viable? It seems to me they would be.

I read event charts using many principles of horary and electional. In fact, event and horary analysis are so similar that some authors, including Anthony Louis in Horary Plain & Simple, give example delineations of event along with horary.

If the event "gives birth" to something lasting, sure you could apply transits, progressions, returns, etc.

What kinds of events interest you?

There is a whole branch of astrology called mundane astrology that deals with world events. A lot of it works like a person's horoscope, but some of it doesn't. For example, the moon means the "common people" and then sun means the ruler of the country (in the old days, the king; today, someone like the president.) But then the 9th house would mean international policy and trade, rather than one's own long-distance travels; the 2nd house would mean the treasury vs. one's personal finances, and so on.

If this is something more personal, like a "first meeting" chart, then you should know something about which planets, signs, and houses rule the things that interest you: Venus for love, the 7th house for long-term relationships, Saturn for limitations or responsibilities and so on.
