You didn't leave any data to go on. A question of this nature is in fact a horary, which is a form of astrology which seeks to find a specific answer to a specific question, according to a chart drawn up for the time that the question was thought, or, alternatively, the time at which the question was received and understood by the person who will interpret.

I would use the time on your post, but I'm not confident about that, because my posts always display the wrong time.

I will take the time and place at which I received this post in order to try and find an answer.

In the chart, the Ascendant rises in the middle of Libra, and it's ruler Venus therefore represents you. Interestingly, Venus is right upon the Descendant, the place in the chart that represents him, as the other person. The fact that your significator is right upon his cusp shows just how much your thoughts are with this person, and how desperately it is that you want to meet him.

Venus is in her sign of detriment in Aries. Mars, which represents him, receives Venus because she is in his sign, and Mars himself is in fall and right upon the Midheaven of the chart.

All this seems to describe that you are nothing short of obsessed with this person. His placement upon the Midheaven shows how tremendously important that this person is to you, as well as the fact that you are placed right upon his cusp.

Venus applies an aspect to Mars, and this is good, because this is what I was looking for to determine whether you would indeed meet this person or not. However, what is not good, is that because Venus and Mars are both so badly dignified where they are in the chart, I feel that this encounter will not be as good as you would hoped for it to be.

You see, Venus is detriment and recieved by this Mars, who is so very important to her, but Mars receives her badly because he himself is also in fall. So although the chart says that an encounter is likely, I fear that you may find the encounter a dissappointing one, it will not be as you had hoped, and this isn't helped by the fact that the aspect between you is a square, which brings tension.

As for timing, Venus has to travel about four and a half degrees until perfecting this difficult aspect with Mars. The simplest method of timing an event is to take the degrees as a unit of time, but this could be days, weeks, months or years. Usually what the astrologer would do is choose the unit of time which would seem most reasonable or likely according to the circumstances. In this case, because I have no background information at all to go on, I cannot be more specific, and all I can say, is that the encounter would take place in just over either four and a half days, or the same number of weeks, or months, it may even be four and a half years. With such little information I can't time it better than that I'm afraid.

This horary is indicating to me that you hold this person in such great esteem and see him as so very important, that you will have to be prepared, when this encounter takes place, for this meeting to be very dissappointing to you. He may even receive you badly.
