If you have for example Moon on 29Li59 and Mercur on 4Sa3 do you consider this Moon as VOC? If the answer is "no" do you proceed to read chart?

That's weird... so very close to the cusp of the next sign... In this case, I suppose, you may consider the Moon as being already in Scorpio.
There is no major aspect to Mercury.
In any case, if the Moon is VOC, you may read the chart, but the answer to your question is mosyt likely to be 'no'.

Thanks Radu for your explanation. I did not gave the right example (now I see that). But as I understand, you will count that "this" Moon is not VOC if the Mercur will be at 4Cap3, because considering it as in Sco it will have major aspect with Mer? And what do you do than? Do you look all future Moon's aspects as it is in Sco?(this is very complicated to me)

The rule is: if the Moon makes any major aspect before leaving its current sign, then it is not VOC.

There are variations, though. There are astrologers giving other ways to see this. For instance, Maurice McCann would say that if the Moon makes any aspect (=is within the moiety of orbs of an aspect with another planet), regardless the sign cusps, then it is not VOC.
Also, a Moon at the beginning of a sign, not making any aspect until meeting another planet at the end of that sign would be void of course, because the Moon is not within the moieties of orb with that planet.

I have found that some charts may be delineated correctly in both ways: when there was this controversy whether the Moon is VOC or not, either way we would go, the answer to the chart was 'no'.

Isn't still unsafe to judge the question being Via Combusta? In between 15Libra and 15Scorpio
