If the ruler of the 1st, querent is in the 7th, quesited, does it generally mean yes to a question?

For example, if 1st house ruler venus in in the 7th house when asking the yes no question.

Not at all! All it shows is that the 7th house is the focus of the querent. 'Yes' or 'no' would be seen by applying or separating aspects, receptions, and what the Moon is doing.
