POF on Ascendant

What does it mean when Part of Fortune is applying close conjunct to the Ascendant? Is this a postive outcome?
Any idea would be helpful.

BTW...this aspect showed up in a chart my friend casted...I thought it was interesting;) .

POF shows up on the Ascendant during a New Moon. New Moons are not auspicious for horary, no matter where POF is!
