I would interpret it as possibly in the future as would take (from the information you gave us) 10th of the person which I would call cancer and moon therein quincux jupiter within a degree or so so the answer would be not know there were adjustments that had to be made, possibly financially before they could go.

I am really surprised and do not have explanation for "yes" answer, because traditionaly horary do not work with inconjunction aspect :confused:
