I want to create a chart for bangladesh, since I am bengali. There was a very bloody war that Bangladesh had to go thru prior to gaining independence from Pakistan. I am confused as to which date to use. Should I use the date that Pakistan surrendered in the war (at this point, Bangladesh knew it was going to be a sovreign country, for the most part) or the date when Major Zia (head of the war) announced over radio that Bangladesh was finally independent?

This is the contents of the broadcast:

At 7:45 pm on 26th March 1971, Major Zia broadcast the message which became historic in the struggle for independence.
"This is Swadhin Bangla Betar Kendra. I, Major Ziaur Rahman, at the direction of Bango Bondhu Mujibur Rahman, hereby declare that the independent People's Republic of Bangladesh has been established. At his direction, I have taken command as the temporary head of the republic. In the name of Sheikh Mujibur Rahman, I call upon all Bengalis to rise against the attack by the west Pakistani Army. WE shall fight to the last to free our motherland. By the grace of Allah, victory is ours. Joy Bangla."

at first I though that if you want to cast a chart for the P.R. Bangladesh you have to use the date and time of Zia's proclamation, but I actually was not too sure about this. So I checked astro.com and noticed that Liz Greene uses the same method. Sorry, I know only a few things about the history of Bangladesh, therefore I am asking, was Zia in Dhaka when the message was broadcasted? If so, the chart of Bangladesh is:
