I, sitting in Madras India, receive a call from Toronto asking a horary question. What time should I use for erecting a chart ? Toronto time or Madras time ?
Similarly if a question is received over e-mail, What time the chart should be set for ?

The birth of the question is also the place of the question if the question is of the matter in Toronto then make the chart there. If the question is about events else-where then the chart needs to be made for that place. Have a good day. V/r LionKing

Thanks Lionking for your reply. Sorry I am still confused. Pl.explain with a practical example.
The event takes place in Toronto and the querent is in Toronto and the question is also posed from Toronto to Madras to me.(Toronto Time 10 AM and Madras time 8.30PM the same day). The chart should be drawn for which place and time

You are sitting in Madras and somebody asks you for a horary from elsewhere, Toronto, Alaska, or the Moon. But you make the chart from Madras. It is a horary, not an event chart. You are not using the place of the querent in the chart, not the place he says he is, so the placement you are casting the horary is Madras, where you are making it, the time that you receive the question, in Madras. It works.
If the querent has made himself the chart in Torondo, you work the chart with Torondo details. But if you are making the chart for him, you use Madras details.
As about e-mails, I prefer to keep the time I read and understand the question to cast a horary. I can make it when I read it it, but better when I understand it a little.Thats why I am not in a hurry anymore to see the mails just of curiosity and turn off then the laptop, but give time to my self for this.

The time of the question to be noted, is the time the astrologer receives and understands the question, from where the astrologer is sitting. In this case, Madras, not Toronto.
Phact got the facts straight.:p We do it differently on this site, e.g. we use the time and place from whence the question was posted online. Otherwise, there would be charts created for one question, from about 30 different countries. But in personal readings, in general it is the astrologer's location, not the querent's. I've had my own questions answered from Hong Kong.
