I'm not good with visualization without a chart, but that does not sound like TOL to me. In order for Mercury to translate light between Mars and Jupiter, it needs to be separating from one and applying to the other. In this scenario, Mercury is separating from Jupiter, but we do not know if it is applying to Mars. Where is the TOL?

I thought Ma and Ju were significatiors, but in this case, where Me and Ju are significators, Ma can not translate the light because it is not fasties planet!

Mercury and Jupiter are likely to perfect their aspect before Mars gets to Jupiter. This is regular aspect perfection. No TOL.
