As Tau is on ASC, you are Ve at 2Le07 and he is Ma at 12Ar14. Moon is at 23Ar13. There is applaing aspect between Ve and Ma but before it perfects Ma aspects Ne at 17Aq11. That is frustration, "no" answer so to say. And Me at 2Le34 first aspect Ma befor Ve. That's second "no" answer(prohibition). As I can see from chart he is very busy with his job (Ma in 6 house) and that is the reason he does not notice you, althought you are very, very nice (Ve in Le).
